Washingtonville to be awash in grant money

DANVILLE — The big winner in Montour County Community Development Block grant funds was Washingtonville with sewer and street projects.

The county commissioners on Tuesday allocated $185,730 of an estimated $226,500 for this year to help fund a Washingtonville Municipal Authority Water Street sewer main replacement and pump station project.

The funds must benefit a majority of low- to moderate-income residents.

During reallocation of funds from 2006 and 2007, the Washingtonville Municipal Authority Water Street sewer main replacement and pumping station received a total of $230,079. With this year’s estimated allocation, that brings the total to $415,809 for the main and pumping station work..

Following a public hearing Tuesday, the county commissioners also set aside $40,770 for administration in this year’s funding allocation..

From reallocated 2005 funds, they added $125,052 for the Washingtonville authority plant improvements. The authority project also received $105,027 from 2006 reallocated funds and $105,027 funds from the 2007 CDBG program. .

The commissioners moved $88,349 from the Valley Township Municipal Authority, from 2005 funds, because a project could not be linked to a business to create a number of jobs to meet the funding guidelines. From the 2005 funds, Washingtonville will receive $53,310 to reconstruct Front Street and $35,039 to reconstruction Pear Alley. They are both in Washingtonville.

In addition, $27,375 each was allocated for reconstruction of sidewalks along Third and Front streets in Washingtonville. That money was from the 2008 program allocation.

The Danville Area Community Center senior wellness program will receive $15,582 from the 2006 allocation and Pear Alley will get an additional $19,815 from that year’s allocation.

Under the 2007 funds, $31,306 is unassigned for economic development.

The county allocated $2,300 to Anthony Township for a water conservation ordinance being prepared for part of the township by SEDA-COG. A map and sample ordinance should be available for the commissioners and township supervisors by March 31. The ordinance could be adopted by May 26.

Residents in that section of the township requested the ordinance, which would increase lot sizes because of a lack of water.
